To qualify for Vocational Rehabilitation (VR) resources through Texas Workforce Solutions (TWS-VRS) for training, you generally need to meet three core criteria centered on how your disability impacts your ability to work.

It is important to note that eligibility is not based on income—anyone living in Texas can apply, regardless of their financial status.

Core Eligibility Requirements

To be found eligible for services (including funded training), you must:

Have a physical or mental disability

This includes a wide range of conditions (see below).

Disabilities That Qualify

TWS-VRS serves a broad spectrum of conditions, including but not limited to:

  • Physical: Back injuries, spinal cord injuries, paralysis, or mobility impairments.

  • Sensory: Blindness, visual impairments, deafness, or hearing loss.

  • Neurodevelopmental: ADHD, Autism, Tourette’s, or learning disabilities.

  • Mental Health: Depression, anxiety, bipolar disorder, or PTSD.

  • Cognitive: Traumatic brain injuries (TBI) or seizure disorders.

  • Other: Alcoholism or drug addiction (provided you are in recovery).

If you are found eligible, your VR Counselor works with you to create an Individualized Plan for Employment (IPE). Training resources under this plan can include:

  • College or University: Support for tuition, fees, and books for degrees that lead to a specific career goal.

  • Technical & Trade Schools: Certification programs for skilled trades (e.g., HVAC, welding, nursing).

  • Work Readiness Training: Learning "soft skills," workplace etiquette, and how to interview.

  • On-the-Job Training (OJT): Programs where you "earn while you learn" at a specific job site.

  • Assistive Technology Training: Learning how to use tools like screen readers, hearing aids, or prosthetics in a work environment.

  • Experience a "substantial barrier": Your disability must directly make it difficult for you to prepare for, find, keep, or advance in a job.

  • Require VR services to work: You must actually need the resources (like specialized training) to reach your employment goal.

  • Be able to benefit: There must be a reasonable expectation that these services will result in you getting or keeping a job.


How to Apply

The best way to start is through the "Start My VR" portal, which is the official self-referral tool for the state.

  1. Submit a Request: Visit the Texas Workforce Commission VR page and use the "Start My VR" link.

  2. Initial Meeting: A staff member will contact you to discuss your situation.

  3. Determination: A counselor will review your medical records or conduct assessments. They have 60 days from the date of your application to decide if you are eligible.

Tip: If you already receive Social Security Disability (SSDI) or SSI for a disability, you are "presumed eligible" for VR services, though you still need to go through the application process to establish your specific training goals.
